ISPM 15 Standard for Wooden Pallets

Contents

In global trade, ISPM 15 pallets are not just loading tools—they are essential for smooth customs clearance. For exporters, using compliant export wooden pallets is mandatory when shipping to strict markets such as the USA, the EU, Japan,…

1. What is the ISPM 15 Standard?

ISPM 15 (International Standards for Phytosanitary Measures No. 15) is an international plant quarantine standard created by the IPPC (International Plant Protection Convention). It applies to raw wood packaging materials thicker than 6mm, including export wooden pallets, crates, and dunnage.

The main goal of ISPM 15 is to prevent invasive pests and wood diseases from spreading across borders and harming local ecosystems.

2. ISPM 15 Treatment Methods for Wooden Pallets

To meet ISPM 15 requirements, all raw wood packaging must be treated using one of two approved methods:

Heat Treatment (HT)

Heat Treatment (HT) is the most popular, eco-friendly, and preferred method in markets like the USA, EU, Japan, and South Korea.

  • Process: The core of the wood must reach at least 56°C for a minimum of 30 consecutive minutes.
  • Marking: Pallets receive an HT symbol on the IPPC stamp.
  • Important Note: All bark must be completely removed (debarked) before heat treatment to stop insects from re-entering the wood.

Chemical Fumigation (Methyl Bromide – MB)

  • Process: Pallets are placed in a sealed room and treated with Methyl Bromide gas according to specific temperature and duration rules.
  • Marking: Pallets receive an MB symbol on the IPPC stamp.
  • Current Status: Methyl Bromide (MB) treatment is banned in the EU and strictly limited in the USA due to environmental protection regulations. Exporters are strongly advised to switch to Heat Treatment (HT).

3. The IPPC Stamp & Phytosanitary Certificate

Every compliant ISPM 15 pallet must have a clear, permanent IPPC stamp displaying:

  • IPPC Logo: The official wheat symbol on the left.
  • Country Code (XX): The ISO country code (e.g., VN for Vietnam).
  • Facility Code (000): Unique ID number given to the certified treatment plant.
  • Treatment Method (YY): Marked as HT (Heat Treatment) or MB (Fumigation).

In addition to the IPPC stamp, the shipment must include an official Phytosanitary Certificate issued by plant health authorities to prove legal compliance.

4. Customs Risks of Non-Compliance

Customs and quarantine officers at international ports inspect wood packaging very strictly. Using non-compliant pallets can lead to severe losses:

  • Port Delays & Demurrage Fees: Shipments are held at the port for inspection, causing high storage fees and potential product damage.
  • Rejection or Destruction: Customs authorities have the right to return the entire shipment to the origin country or destroy it on-site at the exporter’s expense.
  • Blacklisting: Repeated violations will place your company on a high-risk watchlist, forcing 100% physical inspections on all future shipments and slowing down your supply chain.
